Phil topped the poll in the Clonmel electoral area for Tipperary County Council in the 2004 local elections, as a candidate in the 2001 Tipperary South By-Election she secured just short of 8,000 votes (24.75%).
She is currently the Mayor of Clonmel for 2006 - 2007 and is the Labour Party candidate for the forthcoming General Election in Tipperary South.
She has been a midwife at South Tipperary General Hospital for more than 20 years and through her medical background she carries out a lot of outreach work with teenagers on a wide range of issues.
